Salon.com’s Glenn Greenwald has pointed out that FedBizOps.Gov, the Army Corps of Engineers is soliciting names of construction firms to build a new detention facility in Parwan, Bagram, Afghanistan. The estimated cost of this project is 25 to 100 million and the contract is to be awarded on or around December 30, 2011.
